Dear Healthcare Community,
The Tidewater Emergency Medical Services Council takes great pleasure in announcing that we have selected S. Michelle Cowling to serve as the Eastern Regional Healthcare Preparedness Coordinator for the Eastern Virginia Healthcare Coalition (EVHC).
Prior to accepting this position, Michelle had served as the interim Eastern Regional Healthcare Preparedness Coordinator and as the Medically Vulnerable Populations Coordinator (MVP). As the MVP Coordinator, Michelle worked to assist long term care facilities (providers and suppliers) with emergency management, planning, training, and exercises that meet regulatory requirements. Of significance, her passion and quality of work were recognized and rewarded; Michelle received the 2018 Outstanding Contribution to EMS Emergency Preparedness and Response from the Peninsula EMS Council. She retired after 37 years of distinguished state and local service, having collectively worked as the Director of Human Services for the City of Chesapeake, Director of Social Services for New Kent County, and the Interim Director of Social Services for Greensville/Emporia. She also held leadership positions with the Virginia Department of Social Services and the Department of Medical Assistance Services. Of interest, she began her public service career as a police officer in Petersburg, Virginia!
Michelle brings a wealth of experience to EVHC with not only a leadership background, but also in healthcare and working with vulnerable populations, emergency management and operations, volunteer mobilization, mass care, program/policy development and management of emergency shelters and family assistance centers, and working with local, state and federal partners.
Michelle has a BS in Human Resource Administration, and is a Senior Professional in Human Resources.
She and her husband have a son, and his family, living in Mississippi, and daughter and her fiancé in Virginia Beach. Michelle enjoys all things East Carolina University, is an avid traveler, painter, woodworker…she also has a very large green thumb! Michelle loves the mountains, snow, warm fires and wine.
