All Mid-level Management Federal/State/Local/Tribal/Private Sector & Nongovernmental personnel to include should take ICS-400, including: Persons serving as command staff, section chiefs, strike team leaders, task force leaders, unit leaders, division/group supervisors, branch director, and multi-agency coordination system/emergency operations center staff.
This course includes the following topical areas:
* ICS Staffing and organization to include: reporting and working relationships information flow.
* Transfer of Command
* Unified Command functions in a multi-jurisdictional or multi-agency incident
* ICS forms
* Resource Management
* Interagency mission planning and procurement
All students must have completed the following course BEFORE the start of class: ICS -300
IMPORTANT: Students must bring copies of their Emergency Management Institute or NFA course completion certificates with them on the first day of class. The EMI Course completion e-mail may also be used as proof of prerequisites course completion. Students who fail to show proof of prerequisite course completion will NOT be allowed to take the course!
ACCOUNT REGISTRATION AND COURSE ENROLLMENT: Students who already have a Commonwealth of Virginia Knowledge Center account through ANY state agency such as Fire programs should NOT register for another account, but should use their existing login ID and password at that agency's LMS login Web page address; follow these instructions.
A. If applicable select the domain you want to login to for this session. For most users, there will only be one domain that shows "APPROVED" next to it Click submit that the bottom. Some users will be taken directly into the system without this step.
B. Click on Learning Center
C. Click on Course Information and Enrollment.
D. Type VDEM in the keyword block and click on Search.
E. Scroll to the desired course and click on the blue information bullet next to the course title.
NOTE: Sponsored courses are delineated by the letter (B) in their names -e.g., ICS-400-08(B). The right side of the screen will populate with scheduled sections of that course.
F. Click on the enroll link that corresponds to the desired course dates.
Students who do not already have a Knowledge Center account through ANY state domain will need to register for an account in the VDEM external (non-state) domain; follow these instructions
A. Copy the following address into the Web browser: https://covlc.virginia.gov
B. Click the register link at the top of the page
C .Click I am a non-stated employee entering the site for the first time and click submit.
D. Fill out the personal information requested. IMPORTANT: You must select Dept. Of Emergency Management-External as the training agency. Failure to do this will register you into another domain which will severely limit VDEM help desk personnel in their ability to help you access and use the system
E. Fill out the requested information on the second page. Clicks submit. You will receive a message that state that your request has been submitted to an administrator for approval
F. Within 1 or 2 business days, you will receive an email at the address you provides during registration that will give you a login ID and temporary password. At this point you are a registered USER of the system. You must still enroll in the desired course. Return to the VDEM Knowledge Center homepage. https://covlc.virginia.gov Login in; NOTE: You will need to change your password upon first login
G. Click on Learning Center.
H. Click on Course Information and Enrollment.
I. Type VDEM in the keyword block and click on Search.
J. Scroll to the desired course and click on the blue information bullet next to the course title.

K. Click on the enroll link that corresponds to the desired course dates.
CLASS SIZE: Class size limited to 30 students. Courses that do not meet a 10-student minimum enrollment at the close of the registration deadline will be rescheduled or cancelled.
Due to the discontinuation of the VDEM online final exam and the online ICS-400 Unit 2 review of ICS 100/200, we have extended our classroom instruction hours from 0900 to 1730.
Once the final exams have been graded your scores will be uploaded within 72 hours into the VDEM Knowledge Center. You will be contacted via email from VDEM's Support Staff with instructions to complete the online survey and how to print your course certificate.
Due to the increase of live classroom instruction hours students are encouraged to bring a brown bag lunch; a kitchen is onsite which includes a full size refrigerator and microwave. Course materials will be provided.
