Collaborating to Provide Emergency Medical Care Before, During and After a Disaster

The Hampton Roads Metropolitan Medical Response System (HRMMRS) is a regional collaboration bringing together emergency management, fire departments, EMS agencies, public health departments, hospitals, and community partners across 17 Hampton Roads jurisdictions — working together to protect and serve 1.7 million residents.

Administered by TEMS

HRMMRS is managed by the Tidewater EMS Council and co-located at their Chesapeake, Virginia office, ensuring close coordination with regional EMS and healthcare partners.

Developed under the direction of the Hampton Roads Planning District Commission, HRMMRS has grown into a model for regional mass casualty preparedness and response.

HRMMRS and TEMS partner with the Eastern Virginia Healthcare Coalition to deliver discussion and operations-based exercise support to EMS agencies, fire departments, hospitals, and public health organizations across the region.

Strike Team

The Hampton Roads Metropolitan Medical Strike Team (HRMMST) is a CBRNE-trained, 213-member response team deployable at four operational levels to support incident commanders managing mass casualty events across the region.
