Hampton Roads MMRS Oversight Committee
The HRMMRS Oversight Committee provides expert advice and guidance to the MMRS Program Manager, and the Hampton Roads MMRS program, on all matters related to MMRS planning and operations, including an "all-hazards" approach for medical response to disasters of all types. Decisions are made by majority vote but compromise and consensus are expected methods used to arrive at decisions which neither oppress the minority nor sacrifice regional preparedness for disaster.
Description of Duties
1. Training - Advise and assist with the development and provision of training programs for area first responders (police, fire and EMS), the local medical community, advance team members and the public health community. Monitor ongoing training efforts and advise MMRS localities and organizations of training needs. Assist with the development and distribution of MMRS educational materials.
2. Equipment, supplies and pharmaceuticals distribution - Ensure that all needs for MMRS and medical disaster materials are identified, and provide recommendations and assistance on the processes for acquisition, distribution, inventory and resupply.
3. Communications - Ensure that all needs for MMRS and medical disaster communications are identified, and provide recommendations and assistance on development of plans necessary to address any identified communications deficiencies.
4. Budgets - Assist with the development of annual MMRS program budgets.
5. Representation - In conjunction with the Program Manager, ensure that the Hampton Roads MMRS is appropriately represented at local, state and national meetings.
6. MMRS Plan - Advise and assist with the ongoing review and revision, as necessary, of the Hampton Roads MMRS response plan. Approve changes to the plan prior to submission to the Hampton Roads Planning District Commission.
7. Exercises and Drills - Plan, schedule and coordinate exercises to ensure operational proficiency by all localities, agencies and organizations involved in the Hampton Roads MMRS system.
8. Coordination and liaison - Assist with the ongoing coordination and liaison between regional MMRS activities, adjacent MMRS regions, and local, state and federal agencies. Coordinate with state agencies, federal agencies and Department of Defense units for sharing information, for establishing joint exercises, and for other purposes found in the Hampton Roads MMRS plan.
9. Reporting - In coordination with the Program Manager, keep the chief administrative officers, mayors, city councils, fire chiefs, EMS chiefs, police chiefs, emergency managers, public health officials and hospital officials apprised of team status and pertinent operational and training issues through the Hampton Roads Planning District Commission, emergency management committees and regional EMS councils. Assist with the development of after-action reports. Assist with presentations following regional MMRS or medical disaster responses.
Membership
The MMRS Oversight Committee is chaired by the executive director of the Tidewater EMS Council. The executive director of the Peninsulas EMS Council serves as vice chair the committee. Membership comprises representatives from:
• Two elected or appointed leaders of cities and counties within the Hampton Roads Planning District (one Peninsulas and one Southside)
• Each of the emergency medical services councils (Peninsulas and Tidewater)
• Each of the regional hazardous materials teams (Southside and Peninsula)
• The Regional Emergency Management Technical Advisory Committee
• Two public health directors (one representing public health directors in the region and one regional VDH EP&R physician)
• The Hampton Roads Fire Chief’s Association
• The Hampton Roads Police Chief’s Association
• The FBI
• A regional military representative
• Two hospital representatives (one Peninsulas and one Southside)
• An emergency department nurse manager
• The Virginia Department of Emergency Management
• Emergency physicians (one Peninsulas and one Southside)
• Hampton Roads Community Services Boards Executive Directors
• The regional medical examiner
• HRMMRS Strike Team representative
• American Red Cross
• Homeland Security Coordinator (VDEM Regional Coordinator)
• Medical Reserve Corps Representative
• Local Emergency Preparedness Committees Representative
Members or their organization may designate one voting alternate.
Appointments and Term
The term of committee members is two years, beginning January 1. Members may serve two consecutive terms. A member may return to the committee after at least one term not serving as a member. An exception to terms applies to the chair and vice-chair that serve by virtue of position and the FBI representative who shall serve additional terms until replaced by the FBI.
Every two years, the committee chair will notify each organization, agency or locality whose representative's term will expire on December 31. The notification will include whether the member is eligible for another term and the member's attendance during the current term, and will request reappointment or another appointment at the discretion of the organization, agency or locality.
In order to ensure continuity, initial committee members' terms will be two or three years in order to stagger expiration for approximately one-half of the members in any one year.
Meetings
The committee will meet six times each year at times and locations agreed upon by a majority of voting members, or more often at the discretion of the chair or upon request of one-quarter of its voting members.
