HRMMRS is administered by the Region 7 EMS Council and is co-located in their Chesapeake, Virginia office.

Developed under the direction of the Hampton Roads Planning District Commission, HRMMRS has grown into a model for regional mass casualty preparedness and response.

The HRMMRS was developed under the direction of the Hampton Roads Planning District Commission in 1999. It includes the cities of Chesapeake, Franklin, Hampton, Newport News, Norfolk, Poquoson, Portsmouth, Suffolk, Virginia Beach and Williamsburg and the counties of Gloucester, Isle of Wight, James City, Southampton, Surry and York, and the Town of Smithfield — covering 2,900 square miles and a population of approximately 1.7 million.

The Hampton Roads Metropolitan Medical Response System (HRMMRS) is a collaboration including emergency management, fire departments, emergency medical services agencies, public health departments, hospitals and other healthcare organizations, and community partners from the 17 Hampton Roads jurisdictions, working together to provide emergency medical care for our community before, during and after an incident or disaster.
