The Tidewater EMS Council collaborates with regional partners to support emergency response efforts during mass casualty events and high-attendance gatherings. This includes specialized teams, equipment, and plans to ensure coordinated medical support and rapid response.

- Disaster Medical Support Unit (DMSU) – Mobile support for on-scene medical care
- Hampton Roads Metropolitan Medical Strike Team (HRMMST) – Specialized team for mass casualty and disaster response
- Hampton Roads Shelter Support Unit (HRSSU) – Provides medical support in shelters during large-scale evacuations
- Mass Casualty/Evacuation Transport Unit (MCETU) – Assists in patient transport during high-volume events
- Medical Rapid Access Transport (M-RAT) Units – Designed for efficient movement of patients during emergencies

The Hampton Roads Mass Casualty Incident Response Guide (HRMCIRG) Base Plan and six associated Playbooks serve to offer a guide for coordinated planning and response efforts in Hampton Roads. The Playbooks serve as references that offer relevant information regarding the type of incident that generated mass casualties. The six Playbooks are: Active Threat, Complex Coordinated Attack, HazMat, Mass Fatality, Mass Gathering, and Transportation.
